Brian To'o has signed with the PNG Chiefs for their 2028 inaugural season, departing Penrith at the end of the 2027 season according to NRL.com and Fox Sports. The four-time premiership winner joins fellow marquee signings Jarome Luai, Joey Manu, Alex Johnston and Zac Lomax at the new franchise, ending his run with the Panthers.
